Commonwealth of Learning (COL) helps governments and institutions to expand the scale, efficiency and quality of learning by using new approaches, appropriate technologies, and open and distance learning (ODL) methodologies. Headquartered in British Columbia, COL promotes innovation and works with international partners to facilitate learning in support of sustainable development. It is financed by voluntary contributions from Commonwealth Member States.

The Commonwealth Educational Media Centre for Asia (CEMCA) was established by COL as a regional center to promote the meaningful, relevant and appropriate use of media and technology to serve the educational and training needs of the Commonwealth Member States of Asia.

Position Title: Adviser/Senior Adviser: Open Learning
Reports to: Director at CEMCA
Duration of Contract: Three-year term
Position Location: New Delhi, India

Overview of the Position:
We are seeking two experienced and innovative professionals to lead our initiatives in Open Education and Open Skilling across the Commonwealth Asia region. This role is based in New Delhi and will be central to conceptualising, developing, and overseeing high-impact programmes that advance our mission of Open Learning.

You will be responsible for the full lifecycle of the programme, from identifying strategic opportunities to securing and managing partnerships and ensuring the successful completion of the programme and its activities using a results-based management system. You will be expected to work closely with the COL HQ Team in Vancouver in all areas of their work.

Responsible for implementation of all activities, you are a strategic thinker with a deep commitment to open learning and with demonstrable insights into the education and skills development landscape in Commonwealth Asia. You have a proven track record of managing complex projects and achieving tangible outcomes.

Key Responsibilities:
Programme Conceptualisation and Design:
  • Identify and analyse trends, needs, and opportunities in Open Education and Open Skilling across Commonwealth Asia.
  • Conceptualise and design innovative, impactful programmes that align with the organisation's strategic goals.
  • Develop comprehensive programme proposals, including objectives, activities, timelines, budgets, and a results-based management framework.
Partnership and Stakeholder Management:
  • Identify, vet, and forge strong collaborative partnerships with government bodies, educational institutions, non-governmental private and civil society organisations, and other key stakeholders.
  • Negotiate and manage agreements with implementing partners and consultants to ensure effective delivery of programme activities.
  • Build and maintain a robust network of collaborators to support and expand our regional work.
  • Demonstrate organisation’s value proposition to partners and stakeholders.
Programme Oversight and Implementation:
  • Oversee all aspects of programme implementation, ensuring activities are delivered on time, within budget, and to the highest quality standards.
  • Manage a team of consultants, providing guidance, support, and performance oversight.
  • Implement a results-based management (RBM) approach, regularly monitoring progress, evaluating outcomes, and making data-driven adjustments to ensure objectives are met.
  • Update Corporate Project Management System with all relevant information for programmatic oversight by the Director and other team members
  • Prepare and present detailed reports on programme performance to senior management and stakeholders on a monthly basis.
Knowledge and Advocacy:
  • Stay abreast of developments and best practices in the use and the promotion of traditional and modern technologies in Open Education, Open Educational Resources (OER), Open Skilling.
  • Represent the organisation at regional forums, conferences, and meetings, advocating for our mission and sharing programme successes.
  • Facilitate knowledge sharing and capacity building among partners and within the organisation.

Qualifications and Experience:
  • Master’s Degree in Education, Education Technology, Information Science, International Development, Public Policy, or a related field.
  • Minimum of 7-10 years of experience in programme or project management, with a focus on education, skills development, and technology-in-education initiatives.
  • Proven experience working in the Commonwealth Asia region is essential.
  • Demonstrated expertise in conceptualising and designing complex, multi-stakeholder programmes.
  • Strong understanding and practical experience with results-based management (RBM) principles and tools.
  • Strong understanding and practical experience with project management software and tools.
  • Excellent negotiation, communication, and interpersonal skills, with the ability to build and maintain effective relationships with a diverse range of partners.
  • Experience managing teams and external consultants.
  • Fluency in English is required; knowledge of other regional languages is a plus.
