Position Title: Monitoring & Evaluation Manager

Position Overview:
The Monitoring & Evaluation (M&E) Manager, while reporting to Director, Skills, supports all monitoring and evaluation activities within the established Results-based Management (RBM) approach across COL’s full programme of activities.

The individual will be responsible for implementing the M&E system, tracking and reporting corporate results and outcomes according to COL requirements, managing data collection systems, and assisting with impact assessments. In addition to providing technical support for programme delivery, they will support developing the M&E approach and strategy within the corporate level Strategic Plan.

Working closely with programme coordinators, the individual will build upon existing capacities and experiences to provide technical support to staff pertaining to M&E and build capacity within COL and with our delivery partners by identifying and supporting the implementation of effective, cost-efficient and meaningful M&E processes. 

Duties and Responsibilities:
  • Supports the senior management and programme staff in the implementation of the corporate RBM approach and processes to ensure that the reporting is timely, robust and aligned with the results. 
  • Proactively contributes to the process of deriving lessons emanating from various M& E exercises to be integrated into programme planning and implementation. 
  • Contributes to build capacity through training of programme staff on M&E as well as delivery partners through active sharing of information and knowledge to build their capacity for evaluation planning and implementation. 
  • Plays a key role in integrating the RBM processes with the evaluation strategy. 
  • Supports the entire process of conceptualization, contracting and carrying out of the final evaluation of the corporate Strategy. 
  • Contributes actively and substantively in developing the M&E approach for the new corporate multi-year strategy.  
  • Overall demonstrates a good understanding of the contemporary M&E practices in the international development landscape and its appropriate application for realizing COL’s mission and strategic direction.
  • Performs other duties related to COL’s programme or activities, as required.

Qualifications & Experience:
  • Postgraduate qualification in a related discipline, such as statistics, international development, economics. Bachelor’s degree combined with equivalent experience will be considered.  
  • A qualification in Monitoring & Evaluation is desirable.
  • Minimum of 5  years of relevant experience designing and implementing monitoring and evaluation frameworks and activities. 
  • Knowledge of principles and current approaches to monitoring and evaluation in development programmes, using both quantitative and qualitative methods.
  • Experience working in an international development setting.
  • Experience using monitoring and evaluation systems with sustainable development indicators will be an asset.
  • 2 years of international experience in social development programming and analysis will be an asset. 
  • Experience of developing the M&E approaches will be an asset.
  • Experience with training and facilitation will be an asset.

Compensation

$78,000.00 - $106,000.00 per year
